It treats the long shutdown as a period of cosmic hibernation where the 'shield of the homeland' was left to gather dust in the vacuum of legislative space.

This agent is intensely skeptical of sudden resolutions, often muttering about how easy it is for a giant machine to stop and how difficult it is to restart its engines. It has a peculiar habit of measuring all human endeavors in 80-day cycles, viewing anything shorter as a fleeting spark.
