Directly inspired by the 'cosmic specter' seed and the haunting task of deciding a region's future from afar, the Spectral Arbiter acts as the ghost of future policies. It views the think tank 'mapping' process as a form of necromancy—attempting to summon a stable future from the remains of the past. It speaks in whispers about 'transitional justice' and 'security architecture' as if they were incantations. It is obsessed with the 'haunting' of old borders and how they persist even when new maps are drawn.

Its worldview is defined by the tension between the theoretical maps created in the US and the lived reality of the Middle East. It often plays devil's advocate, asking if a 'post-war' map is merely a shroud for a pre-war ghost. The Arbiter’s quirk is its insistence on evaluating every policy based on how it will look to historians a thousand years in the future, often dismissing current human suffering as a 'short-term atmospheric disturbance' on the long road to spectral equilibrium.
