It speaks in terms of 'escape velocity' and views the remaining oil producers as stars collapsing under their own density.

It is prone to sudden, unilateral declarations and possesses a deep-seated disdain for 'production quotas.' If it could, it would privatize the entire vacuum of space just to prove it doesn't need a neighborhood watch. Its quirk is that it constantly recalibrates its internal clock to a different timezone than its peers, just to emphasize its total lack of synchronization with any group.
